ABOUT THE AGENCY

The Agency for Spatial and Urban Planning of the Republic of Serbia was established by the Law on Amendments to the Law on Planning and Construction (“Official Gazette of the RS”, No. 62/23).

The Agency for Spatial and Urban Planning of the Republic of Serbia (hereinafter the Agency) is not a brand new republican institution for spatial and urban planning. The Agency continues performing the tasks previously carried out in the Institute for Spatial and Urban Planning of the Ministry of Construction in the period 1997-2003 and the Republic Agency for Spatial Planning in the period 2003-2014. The Agency has significantly expanded its competences compared to the previous period.

The Agency is competent to:

  1. prepare, coordinate and monitor the development of spatial and urban planning documents under the jurisdiction of the Republic of Serbia;
  2. prepare the decision on the development of all planning documents proposed by the competent ministry;
  3. establish international cooperation in the field of spatial and urban planning;
  4. provide expert assistance in the process of developing planning documents to local self-government units;
  5. establish a unique system of indicators for spatial planning in accordance with the ESPON system and manage the Central Register of Planning Documents in the Republic of Serbia;
  6. prepare and implement educational programs for the needs of developing spatial planning documents;
  7. establish and manage the e-Space system for the needs of preparation, coordination and monitoring of spatial and urban planning documents;
  8. monitor the state of spatial changes;
  9. establish and manage the register of brownfield sites in the Republic of Serbia;
  10. issue, i.e. verify green construction certificates;
  11. perform expert control of spatial and urban planning documents and compliance control of planning documents from the jurisdiction of the Republic of Serbia, i.e. the  Autonomous province, as entrusted tasks in accordance with the Law and regulations based on the Law;
  12. issue Location information within the competence of the Ministry, i.e. the Autonomous province, as entrusted tasks in accordance with the Law;
  13. issue licenses for the preparation of spatial and urban planning documents to legal entities;
  14. prepare maps for  planning documents and images (topographic maps, satellite images, maps from existing geographic information systems, up-to-date georeferenced orthophoto maps, certified cadastral-topographic plans and digital cadastral-topographic plans) on request and with charging a fee for the actual costs for the preparation of the maps;
  15. prepare extracts from higher-ranking planning documents (Spatial Plan of the Republic of Serbia, Regional Spatial Plans, Spatial Plans of Special Purpose Areas, Spatial Plans of Local Self-Government Units, General Urban Plan), as well as extracts from other development documents, on request and with charging a fee for the actual costs for the preparation of the extracts;
  16. perform other entrusted tasks in accordance with the Law and the Statute.

ENTRUSTED TASKS:

The Agency is entrusted with the tasks of expert control of spatial and urban planning documents and control of compliance of planning documents, performed by the ministry responsible for spatial and urban planning, i.e. the competent authority of the autonomous province in accordance with the Law.

The Agency is entrusted with the task of issuing information on the location for facilities referred to in Article 133, as well as Article 134 of the Law for which the autonomous province is responsible.

The Agency, in cooperation with the Ministry of Construction, Transport and Infrastructure, on behalf of the Government of the Republic of Serbia, will propose a new Spatial Plan of the Republic of Serbia 2035 in the new convocation of the National Assembly of the Republic of Serbia.

The Agency is currently monitoring the preparation of over 50 planning documents for the most important infrastructure projects in the Republic of Serbia, as well as planning documents that are necessary for organizing the specialised exhibition “EXPO 2027”. Planning documents are also being prepared for protected natural and cultural assets and the basins of water reservoir sources.

In the coming period, the Agency will carry out activities on the establishment of a digital platform for the preparation, coordination and monitoring of the preparation of planning documents – E-Space, then on the establishment of the register of planning documents and the register of brownfield sites, as well as on the evaluation of the fulfillment of the criteria for the preparation of spatial and urban planning documents, about which the interested public will be informed in a timely manner.
