Regulation on the Adoption of Amendments to the Spatial Plan of the Area of the Special Purpose Tourist Destination of the Kučaj Mountains

The Spatial Plan of the Area of the Special Purpose Tourist Destination of the Kučaj Mountains (hereinafter: the Spatial Plan) was prepared based on the Decision on the Development of the Spatial Plan of the Area of the Special Purpose Tourist Destination of  the Kučaj Mountains (“Official Gazette of RS”, No. 104/20 – hereinafter: the Decision) and the Decision on the preparation of the Strategic Environmental Assessment for the Spatial Plan of the Area of the Special Purpose Tourist Destination of the Kučaj Mountains (“Official Gazette of RS”, No. 84/20).

The subject of the Spatial Plan are the tourist, natural, cultural and resource values of the planning area, primarily the tourist destination of the Kučaj Mountains. The Spatial Plan represents the planning basis for the protection, arrangement and sustainable spatial development of the area within its scope. It is implemented directly through the implementation and elaboration of planning solutions, other spatial plans of special purpose areas, local planning documents and urban design projects. The Spatial Plan also includes detailed planning solutions (for the protected areas of the Manasija monastery, i.e. the Gornjak monastery with their surroundings), which contains special rules for arrangement, construction and land use, as well as the elements of detailed regulation.

Regulation on the Adoption of the Spatial Plan of the Special Purpose Area for the BeoGrid 2025 project

The preparation of the Spatial Plan of the Special Purpose Area for the BeoGrid 2025 project (hereinafter: the Spatial Plan) was started on the basis of the Decision on the Preparation of the Spatial Plan of the Special Purpose Area for the BeoGrid 2025 Project (“Official Gazette of RS”, No. 55/23) and the Decision on the preparation of the Strategic Environmental Assessment for the Spatial Plan of Special Purpose Area for the BeoGrid 2025 project (“Official Gazette of RS”, No. 39/23). The Government of the Republic of Serbia adopted the Conclusion according to which the BeoGrid 2025 construction project is a project of special importance for the Republic of Serbia.

The Spatial Plan creates a planning basis for direct implementation, development of technical documentation (design), obtaining permits in accordance with the law, i.e. creating conditions for the construction of transmission lines. Additionally, this plan creates a planning basis for defining the long-term concept of the spatial development of the special purpose area, as well as for the construction of new electric power infrastructure that would strengthen the consumption area, i.e. define the spatial corridors and locations of the new 400/110 kV Belgrade 50 transformer substation and the 400 kV and 110 kV associated overhead transmission lines. The Spatial Plan also represents the planning basis for harmonizing the planning solutions of the spatial plans of the local self-government units of the city of Belgrade – the city municipalities of Zemun, Surčin and Palilula, the city of Pančevo and the municipalities of Pećinci, Stara Pazova, Opovo, Kovačica, Alibunar and Kovin, on whose territories the corridor is being established and the planned transmission lines built.

Regulation on the Adoption of Amendments to the Spatial Plan of the Special Purpose Area of the E-761 Motorway Infrastructure Corridor, Pojate-Preljina Section

Amendments to the Spatial Plan of the Special Purpose Area of the E-761 Motorway Infrastructure Corridor, Pojate-Preljina Section (hereinafter: Spatial Plan), were made on the basis of the Decision on the Preparation of Amendments to the Spatial Plan of the Special Purpose Area of the E-761 Motorway Infrastructure Corridor, Pojate-Preljina Section (“Official Gazette of RS”, No.  144/22 – hereinafter: Decision) and the Decision on the Preparation of the Strategic Environmental Assessment for the Amendments to the Spatial Plan (“Official Gazette of RS”, No. 134/22).

Due to its position, this motorway is of exceptional importance. It connects the central parts of the Republic of Serbia in the east-west direction with the two most important roads of the country: motorway E-75 Belgrade – Niš (eastern Serbia), including newly designed motorway E-763 Belgrade – South Adriatic, and Ibar arterial road (central Serbia). At the same time, it crosses, that is, connects the following roads: Gornji Milanovac – Čačak – Užice, Kragujevac –Kraljevo – Raška and Kruševac – Aleksandrovac. The amendments were prepared in order to implement the planning solutions for the motorway facilities and connect some of the sections with the surrounding area. This implies the construction of the grade-separated intersection “Koševi” and new types of grade-separated intersections “Pojate”, “Koševi”, “Kamidžora”, as well as the construction of the Maskare pedestrian bridge. The Spatial Plan is implemented directly, that is, it represents the basis for issuing information on the location and location conditions, preparation of technical documentation (design), creation of construction plots for public purposes, authorization of permits, i.e. creation of conditions for road construction, in accordance with the Law on Planning and Construction.

Regulation on the adoption of the Spatial Plan of the Special Purpose Area of the National Football Stadium – Third Phase

The preparation of the Spatial Plan of the Special Purpose Area of the National Football Stadium – Third Phase (hereinafter: Spatial Plan of the NFS – Phase III) was started on the basis of the Decision on the Preparation of the Spatial Plan of the Special Purpose Area of the National Football Stadium (“Official Gazette of RS”, No. 86/ 18 and 18/22), adopted by the Government and the Conclusion of the Coordination Team for Monitoring the International Specialized Exhibition “EXPO BELGRADE 2027” 08 number: 06-00-8444/2023-02 dated September 15th, 2023. According to the Decision on Amending the Decision on the Preparation of the Spatial Plan of the Special Purpose Area of ​​the National Football Stadium (“Official Gazette of RS”, No. 18/22), the Spatial Plan of the Special Purpose Area of ​​the National Football Stadium is adopted in phases in accordance with the implementation of other public purposes of national importance, compatible with the National Football Stadium. In this regard, the Government adopted the Conclusion 05 Number: 351-5082/2022 of June 30th, 2022, by which the Project for the construction of facilities for the purpose of organising the International Specialized Exhibition “EXPO BELGRADE 2027” with accompanying contents, was declared a project of importance for the Republic of Serbia.

The Spatial Plan of the NFS – Phase III was prepared in accordance with the Law on Special Procedures for the Realization of the International Specialized Exhibition EXPO BELGRADE 2027 (“Official Gazette of the RS”, No. 92/23). It is based on the progress of previous phases as well as on further developments, whether it is about exhibition complexes, transport and infrastructure or other facilities and their role after the end of the exhibition.

Amendments to the Spatial Plan of the Special Purpose Area of the Infrastructure Corridor of the Class IB National Road, Motorway E-75 Belgrade – Niš (interchange “Požarevac”) – Požarevac (bypass) – Veliko Gradište – Golubac (hereinafter: amendments to the Spatial Plan), were made on the basis of the Decision on the Preparation of Amendments to the Spatial Plan of the Special Purpose Area of the Infrastructure Corridor of the Class IB National Road, Motorway E-75 Belgrade – Niš (interchange “Požarevac”) – Požarevac (bypass) – Veliko Gradište – Golubac (“Official Gazette of RS”, No.  39/23 – hereinafter: Decision) an integral part of which is the Decision on Non-adherence to the Preparation of the Strategic Environmental Assessment for the Amendments to the Spatial Plan (“Official Gazette of RS”, No.  26/23)

The Spatial Plan creates a planning basis for the organization, arrangement, use and protection of the special purpose area of ​​the infrastructure corridor in question. In accordance with the Law on Planning and Construction, this plan is implemented both directly and indirectly.

Regulation on the Adoption of Amendments to the Spatial Plan of the Special Purpose Area of ​​the Belo Brdo Archaeological Site

Amendments to the Spatial Plan of the Special Purpose Area of the Belo Brdo Archaeological Site (hereinafter: Spatial Plan), were made on the basis of the Decision on the Preparation of Amendments to the Spatial Plan of the Special Purpose Area of the Belo Brdo Archaeological Site (“Official Gazette of RS”, No.  49/22 – hereinafter: Decision) and the Decision on the Preparation of the Strategic Environmental Assessment for the Amendments to the Spatial Plan of the Special Purpose Area of the Belo Brdo Archaeological Site (“Official Gazette of RS”, No. 41/22).

The Spatial Plan defines locations for a scientific research centre, a visitor centre, an archeological park in which visitors will be able to actively participate in a permanent outdoor exhibition, the development of accompanying tourist infrastructure, and the new transport and other infrastructure, all in line with the results of the international urban and architectural competition for designing the Belo Brdo Archaeological Park conducted in 2022.
